After sustaining the initial hit, the cerebrospinal fluid (CSF) loses its cushioning effect with each additional skull oscillation (back-and-forth movement). This leads to direct brain-to-skull contacts, as shown in this illustration. The dashed circle indicates the brain's occipital lobe region, which has an absence of CSF (the fluid is depicted by blue dots in Toma's other models when still present).
